Would it be possible to add a free software license to the program/data, such as GPL-3.0-or-later?
(See also FSFE's REUSE, for marking licenses, and the GNU Project's license recommendations, for choosing a suitable license.)

an Advanced civilization would know in advance there would be others like them,
as advanced, or soon to become as advanced, and a confrontation with a similar civilization would be almost imposible to win, will be like matter and anti-matter colliding, 99% annihilation.

the sollution is a pre-emptive attack,
the advanced civilization will send millions of probes like Voyager 1&2
to all the solar systems in the gallaxy with planets in the habitable zone,
the probe contains an Alien AI, with nano-technology,
the AI directives would be to control the inferior civilization before it develops, catalog everything,
by controlling the brain of the inferior civilization leaders, rulers, kings, billionairs, etc... with nano technology,
anybody with power, becomes a drone, like zombie ants.

the sole purpose is to stop and delay the technological evolution of the primitive civilization,
for example: scientist would be burned alive, tortured, forced to drink poison, stabbed by solders, flat earth, etc...

and sabotage all space programs with "accidents", following a complete shutdown of the program.

the goal of the Alien AI is Not exterminate the civilization, unless necesary...
the goal is to reduce population to 500Million, and put survivors in a controlled environment, like Logans Run (1976), or a Virtual Reality like The Matrix franchise, when they reach enough technological development.

to develop a genetic memory in the past,
the memory implants using precise patterns of microwaves, would be indistinguishable from real memories,
people in the past will feel they are fighting, but they are Not, is the memories of the dead soldiers,

the experiences recorded, and played back in another brain, are indistinguishable from their own memories, feelings and experiences, they are totally convinced they were there.
trained by osmosis in their sleep, the new genetic memory will pass to next generations, and soldiers in the future will have a pre-emptive memory, and tolerance to pain & fear, like Edge of Tomorrow (2014) and Tomorrow War (2021)

probably there will be a global economic collapse in January 7 of 2025, and another big pandemic in July 17 of 2025.
