I had multiple IPspace that has multiple VLANs , I need add device info using this scripts need help for same

I love the utility but I can't seem to set the state of an IP when running ADD_IP. No mater what I put in for the state field the feedback on execution always says it's still reserved (guessing it defaults to that?). Here's my syntax. I've also tried 5-6 other versions without luck.

TITLE_IP,name,ip,state
ADD_IP,TESTNEW_12,10.196.1.218,MAKE_STATIC|
ADD_IP,TEST_gateway,10.196.1.219,state=MAKE_STATIC|
ADD_IP,TEST_gateway,10.196.1.220,state=MAKE_STATIC

Among others, also tried "state=MAKE_STATIC", "MAKE_STATIC", etc, etc
