It should be this:

I had to add an if statement to avoid an error when there isn't any highly correlated official stations nearby

I get an error from the apply function when length(nbhd.label.official) = 1 and nbhd.windspeed.official is a vector instead of a data.frame.

I fixed it by making sure nbhd.windspeed.official is a data.frame:
nbhd.windspeed.official = official.station.windspeed[, nbhd.label.official] %>% as.data.frame()
