Why is default Font Size variable is 1.3rem

Could you please correct my understanding

  • why we have set font-size : 1.3rem ( may be this value 16*1.3) why not configuring 20px/21px.
what are advantages or using rem in default font-size variable.

Missing License

Context

I couldn't find a LICENSE-file for this repository and would suggest adding one.
From the GitHub Documentation it states that:

[...] without a license, the default copyright laws apply, meaning that you retain all rights to your source code and no one may reproduce, distribute, or create derivative works from your work.

I was curious about the license, because i was unsure if i would be allowed to create a new repository with a portfolio-project guided by your course on FrontendMasters. I think a license that promotes linking to your course could also be benefitial.
