Open by default when you go to the game detail page, collapsed on other pages. Collects links to race dashboard pages, race email, race wiki page management, etc.

Move any game-specific items from the top navbar down to this.

• set min width on the labels and widgets
• break up AI select boxes into 16 rows, hide each row until the previous is filled in
• move help text for checkboxes underneath
• two columns

Currently, race pages are somewhat hidden away with only a single link from the game detail page exposed, so updates will easily be missed. Provide either a view with link, or some kind of short list to be displayed on the game detail page.

Also, include a big "Create Race" button for the Race Pool tab/table.
