I had the same issue, using v0.9.0 resolves it

@TheKeeperOfPie Are you using https://mvnrepository.com/artifact/com.sun.activation/javax.activation/1.2.0 (POM) instead of https://mvnrepository.com/artifact/javax.activation/activation/1.1.1 (POM).

It looks like the first dependency is using ISO-8859-1.

Can confirm this fix works by using the snapshot.

Put this into your settings.gradle - not your build file.

 pluginManagement {
    repositories {
        maven { url 'https://oss.sonatype.org/content/repositories/snapshots' }
        gradlePluginPortal()

    }
}

Then put this into your plugins in your build file: id("com.jaredsburrows.license") version "0.9.3-SNAPSHOT"

I can confirm that the snapshot version works on my machine, too. But using snapshot dependencies in your production code is still considered a bad practice, as you'll never be able to tell what exact code you ended up shipping.
