Add import to MySQL example in PHP. Maybe outputting too.
Also with this move- have to rearrange folder structure.
Should rename "example" folder to "examples" to enable more examples to be added.

At moment, there is nothing what says it's written in PHP.
Maybe should change name but at least should be mentioned in README. Also with which verion it works and requirments needed.

Major bug - even Tallinn city is missing from Harjumaa. Have to look it up. At least in javascript example I can't see it.

Find out that can ID's of settelments change over time?
What happens if XML changes or settelments change in real life. may the ID codes change also there?

I mean when I have city with code X in my database and new xml comes out. May the code for that city be diffrent in some case.

Jõhvi linn is not actual city or something. It's not outputted at moment.
Should be fixed.
