Not connecting to custom mysql_server

I can't seem to get this to work when I try my first deployment I get this:

I did some digging and I think your script is trying to send the credentials on localhost, because if I try to execute mysql with just user and password I get that error 2002.

However when I execute mysqldump with -h hostname I can connect fine on my server, so I am not sure the mysql_host value is being used at all.
