CoolParksTool should be able to deal with empty building, ground cover or canopy layer

Might be interesting to also have the information in an absolute values

In the future, it would be interesting to integrate the effect of the building in the park upstream to the flow getting in the park (decrease of the wind within certain zones of the park, modifying the cooling potential of the park) --> might be connected to URock for example ?

There is still a problem in the Procé case test for wind direction coming from 45° or 135°. Il seems there is no concistency between ID_COL grid and ID of the city and park rectangles. Need to investigate why loading the files before l.219 of coolparks_prepare.py...

If the type in ground_cover (or canopy cover ?) does not exist, an error is logged in CPT:

Min and max (building energy) value of each variable should be set at the end of step 1 instead of step 2.

Three UCP are currently null when there is no building in the corridor: STREET_WIDTH, NB_STREET_DENSITY and OPENING_FRACTION.
As a temporary fix, null values for NB_STREET_DENSITY are set to 0 and opening fraction to 1 (STREET_WIDTH being not used in any model). This fix is performed in the function calc_street_indic of coolparks_prepare.py.
