Describe the bug
When calling the Substring(string startString, string endString, StringInclusionOptions stringInclusionOptions) method with "startString" and "endString" that are equal, the exception System.ArgumentOutOfRangeException: 'Length cannot be less than zero. (Parameter 'length')' is thrown.

To Reproduce
Steps to reproduce the behavior:

1. Write the following code:
   "a.s.d".Substring(".", ".", StringInclusionOptions.IncludeNone);
2. See the error.

Expected behavior
Either select the substring, located between the first and second occurrence of the given string, or display a more informative exception.
