make IParam::mValue std::atomic about iplug2 HOT 7 CLOSED

This is unlikely to change anything for real, but it might be good in case anyone compiles for a platform in which doubles could slice.

I did this on a branch but it looks like it was never fully pulled in. Unfortunately I just deleted that branch, because it looked like it had been, but I am able to create a patch and apply it locally.
