Refactor init.groovy to use a templated value for the jnlp port.

Into something like this:

Jenkins.instance.setSlaveAgentPort({{cfg.config.agent_port}})

With defaults in the default.toml file specifying the username and password

[config]
agent_port=9999

Need a rock solid init.groovy to install all of the basic plugins.
