Make it so that mobs may spawn but might not be interactable (e.g. trading with a villager) based on player conditions.

Will need to refactor spawn handling (if not already done) into something restriction-based.

Change client-side to think it sees a different mob (e.g. hide librarian villager with unskilled or nitwit villager).
