The S3 listings and browse needs to be restructured and cleaned up.

Let's get charge up and running.

We'll need some install scripts over in server-templates, and a configuration change in Code.

Let's set up content sucking on the dev machines to allow local caching of the objects from S3.

@davidrans found a cool bug with charge. He wanted to re-upload an existing PNG to convert it to JPEG. If he uploaded, but converted to jpeg, the upload checked the destination and failed before munging the extension. This collided with the original PNG, and made a hard stop when it didn't need to.

When we upload objects, let's ping dev and CI to have them invalidate their local caches of static assets. This way, we can do image sucking.

The restore-original endpoint is an no-op. Make it a yes-op.

Having the option to compress PNGs would be cool: https://pngquant.org/
