Not really an issue, all is good here, if not great! Code works smooth.

This code works well with the Hugo static site generator

Maybe a few points that help newcomers and poorcoders (myself in that group):

1. You put the cookie.js in static/js/cookie.js, then in config.toml you add: custom_js = ["js/cookie.js"]
2. The cookie.html can go in /partials/
3. In cookie.html change src="cookie.js" to src="/js/cookie.js"
4. Do a hugo new cookies-policy.md, set draft: false and write your policy

...and be aware that pretty much ALL the free cookie policy generators are NOT free. Don't waste your time searching.
