This is actually intended.

This action is triggered by a pull request:

It only verifies if the proposed modifications are consistent regarding users' eligibility (i.e., it exists, it's not an org member, and its permissions are just fine).

To keep things simple, I didn't implement anything that brings up a warning if a user is manually removed and I wouldn't do so, honestly. Alternatively, one could rely on the main handler itself.

Hope this clarifies the behavior.
