We need to implement a tracker to keep store information about the peers connected to each swarm.

This should be done using Websockets for transport (use https://github.com/websockets/ws).

Protocol options should be encoded in the swarm URL:

https://bitstreamy.com/stream/<streamId>?version=1&minVersion=1...

We need to create a utility in the client to decode this url into a protocol options object.

We also want to take the opportunity to standardise the Protocol Options object by creating a class that encapsulates it ProtocolOptions. This class should have methods to set and get each protocol option and should export common constants as static properties.
