Does the class vex-open still appear on the <body> after the modal has closed?

I am having the same issue. Unfortunately with IE's developer tools, you don't actually get to see if/when classes are added/removed to/from elements.
Manually setting overflow:scroll to body after the modal's closed temporarily fixes the issue.

I have the same problem. Yes, it's because vex-open remains on <body>
