They are working fine for me. It seems that you have installed the 3.16 version of the theme, which would explain your issue.
Did you follow the installation instructions correctly? You might be missing the pkg-config package which is used to determine the installed GTK version.

Yes, it is installed.
Is there a way to manually make it install the 3.14 version?

And libgtk-3-dev is installed too? That's very strange.
You can force it to install the 3.14 version with ./autogen.sh --prefix=/usr --with-gnome=3.14

Aha! There we go - I did a reinstall of libgtk-3-dev and pkg-config just to make sure.
Then I used the --with-gnome=3.14 option
removed the old
installed the new
and here I am having proper scrollbars.
So it seems the problem was on my end. Would it maybe be an option to make the configure script fail if it has problems finding the dependencies? Might prevent several questions.
Let me just say it: Your work is gorgeous!
