I am seeing that this is still an issue as of now (March 20 @ 15:48). The video below is when my MM is on Kovan.
It appears to work correctly going Kovan -> xDai.
It does not work correctly going Kovan -> Optimism.

There was a bug in the explorer URL causing the switcher to fail.
Should be fixed now.
