So, technically, not even close.

Or, so it seems, but first, double the size of the USPS card to make it a double card and we get:
139.7 x 177.8 mm
which still isn't that far off of 200 by 148 mm

I could try it, I guess. If the excess hangs off the bottom, I'm golden. Otherwise, not so much. Here's what the page preview looks like:
