tutorial won't run under terraform 1.00 due to constraint

For new users, could we update the terraform version constraint to work with 1.00 as well?

Tutorial would not run tf init in the new_state sub dir on m1 mac.

Tutorial would not run tf init in the new_state sub dir on m1 mac. I had to update the aws provider to >= 4.0.0
