Small compilation issue

Hi!

Missing #include <stdexcept> in graphlite/lib/dot_parser_cpp/src/parser.cpp

graphlite/lib/dot_parser_cpp/src/parser.cpp:13:24: error: ‘runtime_error’ is not a member of ‘std’
   13 |             throw std::runtime_error("parsing failed");

Customize error stream

Currently, the library prints to cerr e.g., when a duplicate edge is inserted, but duplicates are disallowed. This pollutes the cerr stream, and is not very convenient when using graph_lite as library. I would suggest either taking the output stream in the constructor, or disable the logging enteirely in release builds. In particular, using a graph with DISALLOWED duplicate edges, adding the edge again should not even be regarded as an error, but simply the library reacts in a different way to this operation (i.e., not adding the edge).
