libhelper-3.0.0: macho: implement segment parsing (64-bit)

This issue addresses the implementation of Segment Load Command and Segment Section parsing as part of libhelper-macho module for Libhelper 3.0.0. This issue relates only to the 64-bit parser, the 32-bit parser will be addressed in a different issue.

Most of the code can be reused from previous versions of libhelper, but the API does require improvements and changes. Functionality that was either buggy, confused or unused in previous releases should be re-worked or removed.

Some questions and issues

Thanks for the following library, just a few questions and issues:
1: the DESTDIR command does work when doing make install - IE, doing DESTDIR=/tmp make install causes the library to be installed to /usr/local/
2: when doing make install the header files from the include directory are not copied to the destination
3: is there an API reference?
