A 'no color' option

Thanks for writing this. I've just set up a weekly cron task at work using this to email us about possible updates.

I've ended up using a strip-ansi package to remove the colour codes from the output so I can put them in a plain text email. It would be great if there was already an option to do that. I looked through the cli-color library that you're using and I couldn't find any way to disable them. I think I was hoping for a environment variable. Perhaps there are 'uncolored' text options in the library that this tool could use if a flag is set. I'm not sure of the best approach.

I would be happy to try to look into this if you think it would be worth adding?

Support for new `elm.json` file in 0.19

Running elm-outdated on a codebase updated to 0.19 fails with the error:

There is no elm-package.json in the directory your are running elm-outdated from.

Option for a non zero exit code

npm outdated (by default) returns exit code 1 if there are outdated package. It would be nice if there was an option for elm-outdated to fail on outdated packages.

elm-outdated no longer works for elm 0.19 projects

Changes in the package.elm-lang.org API have resulted in returning the wrong data (and in the wrong format) for 0.19 projects. As a result, when using elm-outdated for 0.19 projects, it always just says:
Your elm.json is corrupted

The problem and fix wasn't trivial to find, but turns out to be a very simple fix. PR incoming shortly.
