Did you specify the file with a destination as well? If you want to include a single file from somplace, the format is path/to/source;path/to/destination/in/serverpack

The help should also state this:
These are the directories or explicit source/file;destination/file-combinations which are to be included in the generated server pack. The simplest example is the "mods"-folder, as without it, the server would have no mods. As with Clientside mods, every entry must be separated by a "," and NOT contain special characters such as [ ] ( ) / ; The exception being files, as the source and destination must be separated by a ";". In order to exclude a file or directory from the server pack to be generated prefix the entry with an !. All directories and files must in the modpack directory, therefore relative paths must be used.

no i just gave it the filename, not a full path. i assume because the dirs don't use a full path, that all pathing is implied to be relative.

It explicity says that you can add files as well, yes, however, the tooltip states
