allow configure all options in file and pass it through --config|-c option

Add CLI parameters --buffer-ttl in seconds and --buffer-length. If set, add metrics to buffer instead of direct send to StatsD and flush every --buffer-ttl or when buffer length --buffer-length reached.

May be usefull to decrease network operations, if StatsD also has buffer of messages

Create profiler, and commit stat.

Frontend may buffer metrics on its size and send it to proxy. REST interface requires to much retwork operations. Add batch endpoint.

Add configuration of domains allowed to do requets to proxy.
