Per recommendation by Erik, update the configurations to include lobata as a supported machine. This will help to make user setup on lobata much more seamless. To facilitate this, modules must be installed on lobata.

Tasks:

• update config_machines
• update config_compilers
• update cmake config script
  - [ ] test configuration with dummy user account

NUOPC uses the ESMF built in profiler, which is off by default (and doesn't appear to be able to turn ON during ESMF library installation). As such, most machines turn this on in the config_machines.xml file. I neglected to do this with lobata when I added it to this configuration. For now I've simply added the setting of these environment variables in the esmf modulefile on Lobata so that when it gets loaded via the environment modules, it sets the necessary variables automatically. That said, it would be better to make this consistent with other machines. It will also make the need for putting this in more apparent to people porting ctsm.
