When the Minter contract was redeployed recently, an older version of the Minter code was used. This means for instance that the functionality of checking and clearing the pending score is not there anymore.

We need to deploy again and I suggest we use the upgraded contract made by @paxthemax as a starting point. Since we have changed how the Minter relates to the Collector contract and Bridge server, we need to do some changes before deploy.

Also, in a conversation with @aminlatifi today we realised that there are things that are still undecided in the flow:

• What happens if a user whose application has not been approved donates funds?
• What happens if a user whose application has been approved donates funds but the amount is less than 450 xDAI?
