Hey,
This error message usually means that the port is blocked by a firewall. The LFS protocol provides URLs to the LFS client, so the lfs-test-server is misconfigured if it's on a separate machine and it's returning 127.0.0.1:9999. What's likely happening is that the Windows machine is trying to connect to itself on port 9999 because of the incorrect settings.
You'd probably need to set LFS_HOST in the environment for the server so that it produces the correct URL to the client. For example, if the machine is foobar.example.com on port 2222, you'd set LFS_HOST to foobar.example.com:2222. The hostname or IP address must be one accessible by all the clients.
