Main window doesn't load

I installed the 1.2.0.59 archive on a clean Steam install of GTA IV CE on Windows 10 22H2. Running the setup utility effectively does nothing, but the process remains in memory at 0% CPU usage and a short log file is generated.

GPU is an NVIDIA Geforce GTX 680MX which supports Vulkan 1.2.

Incorrect Detection of dGPU (Laptops)

While running the tool on laptop with dGPU, incorrectly will only find iGPU, even if Windows is set to run tool in context of dGPU.

This leads to the launch option message never appearing, so VRAM will be incorrectly set to 512mb

Executable does not run on latest Windows 11 Insider builds

Hi,
