Rationale: The server often has one LAN card but the voting place can be of a 
bigger number of networks. 

Proposal: lightweight UDP broadcast repeater application residing on 
routers/border computers. - maybe broadcast reciever - convert to TCP unicast 
send across the world to a network and then convert to UDP broadcast again.

The server will send the questions only once, and then mark the user as if he 
has answered.
