First let me say what a great piece of software muirc is. Now for the "issue" part.
The muirc readme states that "Applying transform twice returns the same object". Which is not 100% true. Let's take a realworld PING (that unrealircd sends):

>>> muirc.translate(muirc.translate("PING :server.address.com"))
PING server.address.com

So using something like:

if message["command"]=="PING":
    conn.pong(message["params"][0])

may not work if the ircd would require exactly the same argument together with ":" for the pong message.

Can you add suport for SSL?, something like
if use_ssl:
import ssl
self.sock = ssl.wrap_socket(self.sock)
self.sock.connect((self.server, self.port))
