Hi Kacieh,
The behaviour you describe should be working fine in the latest version on PyPi. Make sure to set raise_connect_errors to False when creating Pool. If it still does not work it would help if you can provide short code snippet that reproduces the problem. Please also provide your postgres server and psycopg2 version numbers.
