Is there a way to implement a call counter?

It would set the number of calls max and increment a counter every request and reset it every minute. When the limit is reached instead of calling OWM we would know in advance that we exceeded the limit.

This would avoid calling OWM when doing data in bulk for example.

We could set the limit depending on the plan, for the free plan I would set a 50 calls/minute and 35700 per day (or 1,000,000 per month but that one might be trickier if we restart the node server). I would set the call per minute lower to try and not exceed it in a month - which probably wouldn't happen anyway but still...
