add package manager validation

Add Validation to package manager that is passed as a CLI input.

I am done working on this. Will send a PR once I get my laptop.
(Creating this via Phone)

No multiple arguments supported

For eg in pacman for apt file in ubuntu/pacman

pacman -S package1

will work but

pacman -S package1 package2

will not work for package2

No Args error

there is an error when arguments are not passed
check discussion at #18
we should add test case for that and display a help menu

Cleanup commit history

Improvement of Readme

We can improve readme to help the developers to use the translator locally into the system.

Support for ArchLinux

Hello,

I can see that this can be used for using pacman and rpm commands on Debian and Ubuntu.
I want to add support for Arch Linux as well.

This is my first step towards open source contribution, thank you.
