Cookie law banner (Questions)

I'm not sure how to (or do I even need to) implement a cookie consent banner on the website.

I am using Google Analytics and there is conflicting information about what should be done about this cookie.

Also, this is hosted through GitHub Pages, so do I need some cookie consent about that. Is GitHub a first party or third party cookie in this case?

What about YouTube or similar services? Can you embed a YouTube video with a no-cookies flag?

I have been looking for Hugo modules that can display and manage cookie consent but there is not much information about how some of them should be implemented.
