[Theora] NEON support

This one's mostly for @0x0ade.

In the new statically linked Theorafile, we're using Theora version 1.1.1, the most recent stable release. However, the latest Git revision has some ARM32 optimizations inside, not sure if it's usable on AArch64 though:

For whatever reason they have not done a minor point release in 10 years (!) and it doesn't seem like they're going to do it ever, so it seems we'll have to integrate the ARM changes ourselves (which we can do now that we have our own copy of the source). If it's anything like the FAudio optimizations, this should be a HUGE performance boost for ARM devices.

Any help for random pixels flashing?

I'm using this lib for video rendering in a d3d9 game.
I'm facing the issue that there're random square pixels flashing sometimes(about 1/10).

make releases?

Any chance that this one could be bundled in a release? Ideally with a tarball of the source code uploaded (besides the auto-generated stuff) - with it being in our OpenBSD ports tree, at times github changes its tools and stuff and the size and hash of what's pulled in a commit (or autogenerated release tarballs) changes, breaking the port...
