lirc service based on raspberry pi image, and mqtt message client

```bash
docker run -d --device=/dev/lirc0:/dev/lirc0:rw -v docker/config/lirc:/app/conf --name lirc rpi-lirc
```

get conf example from example_conf directory


for host raspbian buster  , need to uncomment 2 lines in /boot/config.txt, then restart to enable ``/dev/lirc0``
