Clicking the button takes you to the same URL you already are.
For example if the URL for the user with Id 234b47e8-3eb6-4582-82c7-d87caaff1762 is: Identity/Admin/View/234b47e8-3eb6-4582-82c7-d87caaff1762 clicking the 'Back' button takes you to Identity/Admin/View/234b47e8-3eb6-4582-82c7-d87caaff1762 again.

So we can download the produced artifacts.

This is the code to be replaced by a new abstraction ISmtpService:

Final code in Startup has too look somethinkg like this:

services.AddScoped<ISmtpService, SmtpService>();

You'd want to "wrap" the SmtpClient in the new SmtpService.
