How would this language impact the user-facing parts of the plugin system? Would we still call it a Pluginfile for example?

If it's just about changing our language to call built-in actions, "integrations", I think I'm still so-so on the idea. I think customers and contributors will have adjust to the change, and there isn't a huge benefit to it.
