使用.command指令开启的功能无法使用，以及一些网站打不开

尊敬的开发者：
您好！我是一名大学生，想要给我所管理的游戏群添加一个机器人，在计算机专业的舍友协助下，按照您给的操作指示把代码运行了起来（就是把使用方法里面所有的操作都做了一遍），最后测试的时候发现需要使用.command指令的功能无法实现（无论任何格式均没有反应）（.command help也没反应），但是不需要.command开启的指令基本上都比较正常（例如“图来”、“添加问题 /强度榜” “求签”等）。
另外，测试过程中发现线稿功能、ST功能、普法功能一直因为网页未响应而无法使用，请问一下该怎么解决。
