In order to provide consistent linting and avoid CI build failures on silly formatting issues, put pre-commit in place.

Before anymore code is written, we should implement CI/CD so that we have those processes solidly in place and don't have to retrofit anything later.

Since this repo is intended as an exercise playground for practicing different python tools and libraries, maybe we can incorporate cookiecutter as well, to make a template out of the base implementation of the repo that incorporates all of the tools being used.
