I'm frustrated when I have to type a lot of zeros.

I want to be able to use E-notation to write numbers.

Add function that tests whether input fits serialized pattern, returns bool.

pseudo:

function isSerializedFormat(input) {
    return input.match(/[0-9a-fx]*/i) && (input.match(/^0x/i) ||  input.match(/^00/));
}

I would like a website interface I can go to decode/encode with this library

hexToNumber does not throw an error or return a "bad" value when given an invalid hex value.

To Reproduce
Run test in #6.

Expected behavior
Functions should have "bad" return values when given "bad" parameter values.
