1. Add Properties<string, string> to TileFactory
2. change TileFactory to abstract base - add BitmapTileFactory as the existing 
sort of tiles.  Add VectorTileFactory as the new vector tiles.
3. Add Visible states to Tile to indicate if it should be visible to the DM and 
to players.  (invisible, visible to dm, visible to all)
4. Add name or tags property to Tile

Zooming in the DM client is slow because of FogOfWar's poor scaling performance.

Suggested fix:
* Split the fog into "tile" sized bitmaps - only keep bitmaps that are not 
fully opaque or transparent.
