A popular repository without description

As far as I understand, it is about some security vulnerability. The description may be like this:

A {checker|exploit|demonstration|information|protection} about/of/from the vulnerability 
<CVE link or number> in <product>: <short description of the vulneravility>,
 <short description of what the tool does>.

How to protect yourself

This is a problem that has been known for many years. I don't really see what is new here? Most implementations that mitigate this issue simply limit the number of connections to a given host.
