I am somewhat confused on this one. Are you saying that it needs to be made visible to reviewers, or that it is visible to reviewers and it should not be?

The internal comments is for internal reviewers and admins to communicate with each other, but where the proposer cannot see. Right now though, only admins can see it, not reviewers, and they're mostly the whole point :p
