Do not publish alpha and beta builds to WoW Interface

Since WoW Interface doesn't have a system to handle alpha and beta builds, and people using this website will always automatically download the latest build even if it is an alpha, we should skip uploading to WoW Interface for alpha and beta builds.

Run luacheck after locales and libraries are imported

In my Travis CI scripts I run luacheck on the project before running the packager script, but it could be interesting to instead run a luacheck (if installed) after the locales are injected to make sure their insertions have not caused a syntax error (I'm looking at you CurseForge) and also check that the imported libraries don't have any issues either (we never now).
