There are some duplicated config variables in each device service configuration.py, so it needs a default configuration file for those common config variables and also to handle the security-enable settings.

Upgrade libraries to the new version

To generate ECDSA key, it needs openssl command.

Needs to add robotframework-seleniumlibrary in Dockerfile.

According to the Modbus scalability test case edgexfoundry/edgex-taf#137, add lib to collect system metrics.

Currently, when building an image always install the latest version for libraries. It may cause compatibility issues, needs to add the version number for robotframework relate library.
