[Bug]: checker fails on git links

What release version, tag or commit-hash did you use?

v1.2.3

Current Behavior

If you provide links to a git repository in a requirements.txt the checker fails and does not provide suitable output.

Steps to Reproduce

  1. add e.g. git+https://github.com/eclipse-velocitas/[email protected] to the checked requirements.txt
  2. run license checker
  3. see the errors in the workflow

Expected Behavior

All licenses are identified correctly and without any error.

since pip can install the requirements, the license checker should also be able to work with it

[BUG] License information of generated notice partially empty/not filled

Issue:
The license info in the generated dependencies table (of workflows) is partially empty.
The issue occurs sporadically, only.

Reason:
GitHub's rate limit mechanism prevents accessing that information in the respective repositories.
